Luxury housing built near a toxic waste site is in jeopardy, because the toxic waste site is so close to being called an “official toxic waste site” that the only way to avoid this is to hope that the private companies building luxury housing near the toxic waste site complain that it isn’t, so that it’s not, so they can… build houses on a toxic waste site and hope to sell them. That sums it up well.
